1. Verdict
Why a ladder instead of one target
This idea is assessed at six MRR levels, not one fixed target. Shopify app outcomes are highly skewed. Most apps in a category collect a handful of installs. A few take most of the reviews, and with them most of the search ranking. A single "$20k MRR" number hides the useful information: how likely each level is, and what each level costs in time.
The anchor: there is no verified base rate
No verified base rate exists for the share of new Shopify apps, or of bootstrapped B2B micro-SaaS products, that reach a given MRR within 24 months. The RevenueCat figures used elsewhere in this portfolio (17.3% of new subscription apps reach $1k/month in 2 years, 4.6% reach $10k) describe consumer mobile apps. The buyer and the channel are different, so they aren't used here.
What is verified about this niche (research/10, R4):
- The Shopify Legal category has 517 apps.
- There are 15+ GPSR-capable apps. The best-reviewed GPSR-only app (GCM, launched Sept 2024) has 29 reviews. 10+ launched in 2026 have zero. Two have already left the store.
- Deadline waves concentrate installs. Revoq (EU withdrawal button) went from launch on 11 Mar 2026 to 561 reviews in about 6.5 months. EW has 2,311.
- Nearly every compliance winner has a free plan. Paid tiers cluster at $8–15/month.
What pushes the odds up:
- Built-in distribution. The App Store sends merchants who are searching for exactly this. DropCommerce said "organic traffic from Shopify was everything" (10, R5).
- Compliance is a must-have. Nobody installs it for fun, but nobody can skip it either.
- Low operations: no inventory, no payments, no content engine. Gross margin above 90%.
- 0% revenue share until $1M lifetime revenue (plus the 2.9% processing fee).
What pushes them down:
- The generic GPSR job is a one-time setup. Single-brand stores enter one manufacturer once and leave.
- Shopify offers a free native "Disclosures" metafield for warnings.
- The category is flooded with cheap clones, and the rewards go to whoever reaches Built for Shopify and review mass first.
Odds at each MRR level (reached by month 24)
| MRR at month 24 | Base rate | As described (GPSR + Prop 65 + B2B/customs docs, all merchants selling into the EU) | Generic GPSR app (all EU merchants) | EU rules bundle (GPSR + GARAN + withdrawal + Omnibus, head-on with Complimus and Omnibus Owl) | B2B/customs documents (head-on with Sufio) | Recommended, ~15 hrs/week | Recommended, full-time |
|---|---|---|---|---|---|---|---|
| $1k | no verified base rate | 30% | 30% | 38% | 25% | 45% | 60% |
| $3k | no verified base rate | 14% | 12% | 20% | 14% | 27% | 40% |
| $5k | no verified base rate | 8% | 6% | 12% | 9% | 18% | 30% |
| $10k | no verified base rate | 3% | 2% | 5% | 5% | 9% | 17% |
| $20k | no verified base rate | 1% | <1% | 2% | 2% | 4% | 8% |
| $50k | no verified base rate | <0.5% | <0.5% | <1% | 1% | 1% | 2% |
Recommended means GPSR catalogue compliance for multi-brand EU retailers, as set out in WHAT-TO-DO-AND-AVOID.md. It covers:
- a free catalogue gap scan;
- brand-level profiles applied automatically by the vendor field;
- a supplier request portal, so brands fill in their own manufacturer, responsible-person and warning data;
- a storefront block built on a theme app extension;
- exports for marketplaces.
The EU storefront rules (GARAN, Omnibus) are added as modules from month 7. It assumes the 4 conditions are met:
- Shopify build skill;
- an EU-language partner;
- paid pilots before the build;
- 24-hour support.
If any one condition is missing, multiply the recommended odds by about 0.65.
Notes on the alternatives:
- As described spreads one small team across three unrelated jobs, with three sets of rules and competitors. That averages the weakest parts of each.
- Generic GPSR is the idea in its most obvious form. It is the most crowded, and the job ends after setup.
- The EU rules bundle has the best head start: the review mass is in bundles, and GARAN is new. But Complimus (69 reviews, BFS) and Omnibus Owl already hold it, and every module is free somewhere.
- B2B documents has the best proven ceiling (Sufio, estimated $1.6M in 2024). It is worst at the start: a 13-year incumbent with BFS, 466 reviews and PEPPOL, plus e-invoicing mandates whose dates were not verified in this run. It isn't a job for 15 hours a week.
These are judgment estimates, not computed statistics.
How to read the ladder
- $1k–3k is a realistic outcome. It takes about 35–100 paying merchants at ~$30 blended. The App Store alone can deliver that if the listing ranks.
- $5k–10k needs the Built for Shopify badge, a review base of 50+, and at least one deadline wave caught early. It's about 170–335 paying merchants.
- $20k and above needs a portfolio (a second app, or a docs product) or an agency/partner channel. One GPSR app is unlikely to carry it alone.
- The odds fall fastest between $3k and $5k. That's where the multi-brand retailer segment may simply run out of volume. The segment's size is unverified (09).
Portfolio definitions (for comparison with other ideas)
| Tier | Definition | Recommended, ~15 hrs/week | Recommended, full-time | As described |
|---|---|---|---|---|
| Tier A (venture) | $1M ARR within 36 months, ≥70% gross margin, ≥50% month-12 logo retention | <1% | ~1% | <0.5% |
| Tier B (profitable business) | $20k+ MRR within 24 months, profitable, ≥80% gross margin, ≥70% month-3 retention | ~3% | ~7% | ~1% |
Tier B sits slightly below the $20k rung. Margin is not the problem, since it runs above 90%. Month-3 retention of 70% or better is. Merchants often uninstall compliance apps once the data sits in native metafields. The recommended product is designed against that (see 07), but it's unproven.
How this compares with the other ideas in this portfolio:
- At $1k, it matches AstroCompanion (45% / 60%) and beats BhashaCity (35% / 50%), because distribution is built in and operations are light.
- At $10k and above, it falls below AstroCompanion (12% / 20%). The niche is small, cheap and crowded.
- It is the most suitable for limited weekly hours. There's no content routine, no live service and no sales calls after the first 30 days.
Fundable in current form?
No. It's a small app in a 517-app category, with a $10–15 price norm, no moat and no traction. Nobody raises a round for a GPSR widget. It doesn't need funding either: the build is small and the channel is free. See 06-fundability.md.
One-paragraph verdict
The instinct is right: compliance apps are must-haves, the App Store delivers searching buyers for free, and Shopify takes nothing on the first $1M. But the obvious version, "a GPSR block on product pages", was built 15 times before today. The best of them has 29 reviews after two years, which says most merchants solve GPSR once, in a metafield, for free. The withdrawal-button wave (2,311 reviews for the leader) and the GARAN wave have already been claimed.
What's left is the harder, recurring version of the job. A multi-brand retailer has hundreds of SKUs from dozens of brands, has to collect manufacturer and responsible-person data from each one, and has new SKUs arriving every week. Marketplaces are not allowed to list their offers without it. Build that, reach Built for Shopify quickly, and get onto the calendar of the next EU deadline before the clones do. On those terms, $1k–3k MRR is a reasonable expectation, $5k–10k needs the badge and a deadline wave, and $20k+ needs a second product.
Verdict: No as a generic GPSR app. Go as GPSR catalogue compliance for multi-brand EU retailers, with a hard day-45 kill test.
