1. Verdict

Why a ladder instead of one target

This idea is assessed at six MRR levels instead of one fixed target, the same as the rest of the portfolio. For a compliance connector the useful question isn't "will it hit $20k?". It's how likely each level is, and what each level costs in hours.

The anchor: what base rate?

There is no verified base rate for bootstrapped B2B micro-SaaS or Shopify apps reaching MRR levels from launch.

  • MicroConf's State of Independent SaaS surveys founders who already run businesses. It measures survivors, not launches.
  • Shopify publishes no distribution of app revenue.
  • RevenueCat 2026 is verified, but covers mobile subscription apps: 17.3% reach $1k a month within 2 years and 4.6% reach $10k (Business category 14.7% and 1.6%). Shown for scale only.

The odds below are judgment estimates, anchored to the comparables from the catalog:

ComparableWhat it isPathLesson
QuadernoTax compliance for online sellers (Stripe, Shopify, etc.), Canary Islands, from 2014$23K MRR, 850 customers, 6 staff in 2017 (founder's SaaStock deck, per the catalog; not re-opened in this run). 2,600 customers in 104 countries when Visma bought it in Sept 2023. ~$3.6M revenue in 2024 (Latka estimate, low confidence).Compliance for small online sellers is a real, durable business, but a slow grind at ~$27 per customer a month. About 10 years to low millions.
TaxJarUS sales-tax compliance for online sellersRaised only "several million" in its first 5+ years, then $60M from Insight in Jan 2019 (verified). Acquired by Stripe in 2021 (widely reported, not re-verified here).Compliance tools for sellers exit to the platform. That's the upside and the threat: the platform can also build it.
StorecoveDutch Peppol access point and French PA, API-firstRaised ~$160K (catalog, not verified). Sells to software vendors on custom quotes, reportedly from ~€495/month (unverified).Access points sell wholesale to software firms. That's your supplier, not your competitor, but its minimums are too high for a starter.

Step 1: which mandate? Timing and crowding decide

France 2026–27 reform (Shopify merchants)Live 1 Sept 2026 for receiving (all) and issuing (large and mid-size). Small and micro businesses issue and e-report from 1 Sept 2027. Why France, and why Shopify within France:

  1. The deadline is inside the window. 1 Sept 2027 is month 11. Demand peaks from about Apr to Oct 2027 and has a long tail of late adopters.
  2. The duty recurs. E-reporting runs every 10 days on the normal monthly VAT regime and every 2 months in VAT franchise, for as long as the store trades. It can't end while the merchant sells.
  3. Shopify is the platform with no native answer. PrestaShop has Pennylane and WooCommerce has a PA's own plugin. Shopify says it won't be a PA, and its leading invoice app lacks e-reporting.
  4. B2C e-reporting is the under-served half. Most PAs and apps built for B2B invoices first. Shopify revenue is mostly B2C.

The "as described" column and the other mandates' columns assume full-time work.

Recommended means the French Shopify connector set out in WHAT-TO-DO-AND-AVOID.md, with the 3 conditions met:

  • French-language capability plus a paid expert-comptable or e-invoicing adviser;
  • a signed partner PA by day 30, at a wholesale price that keeps margin ≥80%;
  • 10 merchants paying a €49 pilot by day 45, and steady hours through Oct 2027.

If any one condition is missing, multiply the recommended odds by about 0.6.

These are judgment estimates, not computed statistics.

How to read the ladder

  • $1k–3k is realistic. It takes 27–80 merchants at ~$37 a month, and the deadline gives them a date to act by.
  • $5k–10k needs the wave to land on time and accountants to recommend you.
  • $20k is unlikely. It needs ~540 merchants, and after late 2027 new demand is limited to new stores and switchers.
  • Hours matter more here than for DocPress. The deadline is fixed. At ~15 hrs/week you risk launching after the review-building window (Mar–Jun 2027). Full-time gets the app reviewed before the spike.

Portfolio definitions (for comparison with other ideas)

Tier A (venture)$1M ARR within 36 months, ≥70% margin, ≥50% month-12 logo retention<0.5%~1%<0.5%
Tier B (profitable business)$20k+ MRR within 24 months, profitable, ≥80% gross margin, ≥70% month-3 retention~2%~4%~1%

Compared with the other ideas in this portfolio:

  • It sits below DocPress at every rung. DocPress sells to developers at ~$75 a month with a lower-churn buyer. InvoiceBridge sells to small merchants at ~$37, with store closures and free PAs pulling churn up.
  • It sits a little below StoreComply (also an EU compliance app for e-commerce with a kill test) at every rung, because of the partner-PA margin, free PAs and the one-time wave.

Fundable in current form?

No. It's a catalog row with no team or traction, in a market where funded French players (Pennylane, Qonto, Tiime, Sellsy) and 149 PAs compete, and where the platform can end the gap with one partnership. It doesn't need funding: build cost is low and revenue can start in weeks. See 06-fundability.md.

One-paragraph verdict

"A compliance connector" is a real pattern: Quaderno and TaxJar prove that online sellers pay for someone else to handle tax paperwork, and that the winners exit to platforms. But as a generic idea it's already taken on every live mandate, and three of the four mandates checked are either live and crowded (Belgium, Poland) or mature and cheap (India). France is different because its small-business wave is still 11 months away, it forces every invoice and every B2C sales report through an approved platform, and Shopify, alone among the big storefronts, has no native path. Build the narrow version: Shopify orders in, e-reports and e-invoices out through one partner PA, with the Shopify-specific errors caught first. Get into the App Store with reviews before summer 2027. $3k MRR is a sound target at ~15 hrs/week, $8–10k full-time, and $20k is unlikely, because the gap will probably close once Shopify or an incumbent notices it.
