7. What's Missing: The Gap Between Built and Paid, Renewed, Referred

Assumption: nothing is built yet. So these are gaps between the idea and a business.

7.1 Gaps to pay

GapWhy it blocks paymentFix
The buyer doesn't know they're regulatedYou can't sell a fix for a problem the owner deniesLead with the free "does DOT apply to me?" checker, in the trade's language. Show the rule, the fine and the list of what they don't owe.
No pricing modelThe catalog's $5–15 per vehicle is Whip Around's price for inspections, not DQ filesSuggested (verify with 15 owners): Crew $59/mo (up to 10 drivers), Company $119/mo (up to 25), Fleet $199/mo (up to 50). Catch-up $149 once (waived on annual). MVRs at cost + $2. 14-day trial, no free plan, 2 months free on annual.
Cheaper tools existCore Compliance $15, FleetCollect free–$19Don't compete on price. Sell complete files in 30 days, drivers doing their own paperwork, and a binder ready for an auditor.
No quantified value promise"Stay compliant" is a claim you can't make"Every driver's file complete within 30 days. Zero expired medical cards. Audit binder in one click." Measure it for each firm.
No trust signalsOwners hand over driver licences, medical cards and MVRsNamed advisor on the site, a security page, clear data-retention rules, E&O insurance, testimonials from firms in the same trade.

7.2 Gaps to renew

GapFix
Low-frequency jobs (an annual review, a card renewal every 1–2 years)Anchor on the monthly check: a "who's due in the next 60 days" email on the 1st, and new-driver files during hiring.
Winter cancellationsAnnual plans priced from spring. A "winter prep" check in January: who's returning, whose cards expire before April.
Switching costThe records are the lock-in: 3 years of review notes and files kept after a driver leaves. Exporting is always allowed, but staying is easier.
Silent reminder failuresMonitor delivery. Escalate to the owner when a driver's text bounces. Weekly digest by default, instant alerts only for expiries and defects.
Owner turnover of attentionName a second person (office manager) on every account.

7.3 Gaps to refer

GapFix
Nothing visibly shareableThe audit binder and the insurer pack are shown to outsiders by design, with a small "made with FleetFile" footer.
No free hookThe checker ("does DOT apply to my trucks?"), and SEO pages by trade and state.
No communityOne state landscape association partnership: a member discount and a talk at the winter meeting.
No referral economics1 month free per referred firm. Insurance agents and safety consultants: a referral fee, or a white-label seat for their clients (Pivot B).

7.4 Non-product gaps

Distribution

  • Missing from the idea: how a landscaper who doesn't know the rule finds you.
  • Channels likely to work:
    • SEO on trade-specific questions;
    • the checker;
    • a state landscape association (NALP and state groups; terms unverified);
    • commercial-auto insurance agents who write contractor fleets;
    • later, field-service software marketplaces (Jobber, ServiceTitan, LMN, Aspire; terms unverified).
  • Channels to be careful with:
    • bulk cold email to the FMCSA census list (owners are already flooded with compliance solicitations);
    • Samsara and Geotab marketplaces as the main channel (Samsara states no revenue share and can remove you without cause, DQM Connect already holds Geotab's DQ slot, and both skew to larger fleets).

Positioning

  • Current: "DOT/FMCSA compliance for small fleets that have no safety manager". Accurate, but it reads as trucking.
  • Better (example): "Your trucks and trailers make you DOT-regulated. FleetFile keeps your driver files and medical cards right, and your drivers do the paperwork by text."

Sales motion

  • Owner-led trial, with a 15-minute call for the first 30 firms, then a recorded demo and the guided catch-up.
  • Seasonal: outbound and association work in Oct–Jan (quiet season, time for admin), conversion peaks in Feb–Apr (hiring).
AreaRequirement
Your claimsNever "compliant", "audit-proof" or "guaranteed". The carrier is responsible. You provide records, reminders and checklists. State this in the terms and on every binder.
Rule contentEvery rule and template is sourced, dated and signed off by a paid DOT compliance advisor. Start with federal interstate rules plus 3 states.
E&O insuranceFrom the first paying customer. Confirm it covers software errors (price unverified).
MVRsOrder through a licensed MVR vendor. Get counsel's view on your role under the FCRA and the DPPA, and on state rules, before offering ordering in the product.
Driver dataLicences, medical certificates and MVRs are sensitive personal data. Encrypt at rest, restrict access, keep an access log, and delete on the retention schedule. Check state privacy laws (e.g. CCPA/CPRA) for drivers in those states.
Medical informationStore the medical examiner's certificate, never the long-form exam. Confirm with counsel whether any health-privacy rules apply to the carrier's copy.
Text messagesConsent to texts at the start of the driver link. Follow TCPA and carrier (10DLC) registration rules.
MarketplacesSamsara's terms: no selling or transferring customer data without consent and notice, no using confidential information to build competing products, termination without cause, liability capped at $100.

Team

  • Not provided. For this wedge you need, at minimum:

    • one full-stack builder comfortable with documents, OCR and messaging;
    • one person with trade access (ran crews, sells to landscapers, or insures them);
    • a paid DOT compliance advisor, part-time.

    Without the second and third, discovery stalls and every rule is a liability.

Metrics and instrumentation

  • Activation: 3+ drivers invited and 1+ complete file within 7 days.
  • Outcome: % of drivers with a complete file at day 30, expired medical cards among active drivers (target zero), annual reviews done on time.
  • Business: trial-to-paid, monthly logo churn (tracked by season), share on annual, CAC by channel, MVR pass-through margin.
